About Our Distinguished Speaker
Joseph Nyumah Boakai, Sr. was born on November 30, 1944, in the village of Wasonga, Foya District, Lofa County, Liberia. He earned a Bachelor’s in Business Administration from the University of Liberia in 1972 and completed postgraduate work at Kansas State University. He served as Liberia’s Minister of Agriculture from 1983 to 1990, leading national agricultural policy and chairing the West African Rice Development Association. From 2006 to 2018 he was Vice President under President Ellen Johnson Sirleaf, presiding over the Senate and overseeing several national agencies. After a narrow defeat in the 2017 presidential runoff, he ran again in 2023 and won with 50.64 percent of the vote. He was inaugurated on January 22, 2024, as the 26th President of Liberia at age 79. Early in his term he voluntarily cut his own salary by 40 percent to model fiscal responsibility. A devout Baptist and family man (married to Katumu Boakai with four children), he has personally financed rural roads, a school, a clinic, and electrification projects in Lofa County.

About Our Distinguished Speaker
Jeremiah Kpan Koung was born on March 17, 1978, in Yekepa, Nimba County, Liberia. He earned a Bachelor’s degree in Business Administration from Cuttington University in 2010. Koung served in Liberia’s House of Representatives from 2012 to 2020 and was elected Senator for Nimba County in 2020. In 2022, he became leader of the Movement for Democracy and Reconstruction (MDR) and joined Joseph Boakai as his running mate in the 2023 presidential election. They won, and Koung was inaugurated as Liberia’s 31st Vice President on January 22, 2024. Known for championing transparency and sustainable development, Koung is married to Synleseh Stephanie Dahn-Koung.

Ambassador Mark Toner arrived in Monrovia on August 2, 2024. He is a career member of the Senior Foreign Service, class of Minister-Counselor. Most recently, he served as the Acting Assistant Secretary for the Bureau of Global Public Affairs. Prior to that, he was Minister Counselor for Public Diplomacy at the U.S. Embassy, Paris, France. Previously, Ambassador Toner was the Department of State’s Senior Advisor for the Commission on Security and Cooperation in Europe, Washington, DC. He also served as the State Department’s Deputy Spokesperson and Acting Spokesperson under three successive Secretaries of State and as a Deputy Assistant Secretary in the State Department’s Bureau of European and Eurasian Affairs. Among Ambassador Toner’s previous assignments, he served as Spokesperson for the U.S. Mission to NATO; Senior Watch Officer in the Department of State’s Emergency Operations Center; and as a Pearson Fellow on the Senate Foreign Relations Committee. Prior to joining the Foreign Service, he spent three years as a Peace Corps Volunteer in Liberia, West Africa. Ambassador Toner earned his B.A. degree from the University of Notre Dame and his M.A. degree from the Industrial College of the Armed Forces in Washington, D.C. He is the recipient of multiple State Department performance awards and speaks French and Polish. He is married and has four daughters.

Ambassador Nona Deprez currently serves as the Head of the European Union Delegation to the Republic of Liberia. She brings with her a wealth of experience, having previously held the position of EU Ambassador to Nepal and worked as the Head of Unit for the Partnership Instrument within the Service for Foreign Policy Instruments at the European Commission. With a background in Business and European affairs, Ambassador Deprez has over two decades of international experience, with a primary focus on development cooperation. Her career has taken her to various countries, including Benin and Nepal. Nona has also held the role of Deputy Head of Unit for election observation missions and the EU Visitors Programme within the Service for Foreign Policy Instruments of the European Commission. Fluent in French, Dutch, and English, she holds a Master of Science in European Studies from the London School of Economics and a Master's in Business Engineering from the Solvay Business School at the Free University of Brussels.

Ambassador Prof. Iqbal Jhazbhay is South Africa's newly-accredited Ambassador to Liberia & fmr Ambassador to Eritrea (2012-2016). He holds a Full Professorship at the University of South Africa & was the previous Director of the Unisa Centre for Arabic and Islamic Studies. He was awarded a PhD in International Relations from the University of Witwatersrand in Johannesburg & studied Arabic and Islamic sciences in Cairo, Riyadh, Manchester & Johannesburg. He remains always open to a new challenge. He is viewed by scholars, as South Africa's leading scholarly and policy expert on the Horn of Africa. Currently, under research is a book with the title: Why Has the Eritrean State Not Collapsed yet? He serves on the Advisory Panel of the Research & Evidence Facility on migration in the Horn of Africa (EU Trust Fund). His research interests include studies on Somaliland and Somalia, South African Islam, Sufism, Political Islam, South African foreign policy, International Relations & Islam. For a number of years, he followed closely the literature on Eritrea. He was a visiting scholar at Princeton University's Department of Near Eastern Studies and London University’s School of Oriental and African Studies. He has authored the book, Somaliland: An African struggle for nationhood and international recognition, some twenty-three academic articles and chapters on Somaliland, South African foreign policy & Islamic thought. The scholarly book on Somaliland was hailed as ''highly-original'' (Prof Hussein Adam) . He is a member of the board of directors of the Institute for Global Dialogue –an International Relations think-tank established by former President Nelson Mandela. Serves on the ANC's NEC Sub-Committee of International Relations as a Resource Person & chaired the ANC's N.E.C's Sudan Task Team (2010-2011). He previously served on the ANC's Commission for Religious Affairs. He was Rapporteur of the ANC's International Solidarity Conference (2012), as well as a Scribe at the ANC's Nasrec National Conference's International Relations Commission (2017). Amour Zalia serves as Minister-Counselor at the Embassy of the Democratic Republic of Congo to Poland and Hungary, based in Warsaw. A career diplomat, she represents Congolese interests in both countries and acts as the embassy’s second-in-command after the Ambassador. Assignment In her capacity as Minister-Counselor, Ms. Zalia: Oversees political and economic reporting, analyzing developments in Poland and Hungary that affect DRC interests. Manages consular services, including assisting Congolese citizens abroad and processing visas for visitors to the DRC. Coordinates cultural and public-diplomacy programs to strengthen bilateral ties—organizing events, exchanges, and outreach. Acts as principal liaison with host-country officials on cooperation in areas such as trade, investment, education, and regional security.

Aliou Mamadou DIA, the new Resident Representative of UNDP in Liberia, officially took up his post on 16 December 2024. Mr. DIA has over 20 years of work experience working on sustainable development issues in Africa with the United Nations. In his previous assignments, he served as UNDP Resident Representative in Togo and Cameroon. He also held a senior position as Africa Team Leader on Climate Change, Access to Energy, resilience and Crisis Prevention at the UNDP Regional Centre in Addis Ababa, Ethiopia. Prior to that he worked as Regional Advisor for Eastern and Southern Africa on Resilience building, Disaster Risk Reduction, Crisis Prevention and Recovery based at the UNDP Hub in Johannesburg, South Africa. In addition, he was employed by the United Nations Office for Disaster Risk Reduction (UNDRR) as a Regional Advisor for Disaster Risk Reduction in West Africa, based at ECOWAS in Abuja, Nigeria. Additionally, he worked as a Humanitarian Geographic Information Officer in the UNOCHA Regional Office for West and Central Africa, based in Dakar, Senegal. During his previous assignments, he assisted more than 30 UNDP offices and their government counterparts in Africa in executing their country programs and national development plans through a sustainable development framework. Mr. Dia holds a Diplôme d’Études Approfondies (DEA) in Geosciences and physical geography from Cheikh Anta Diop University in Dakar, Senegal.

Mr. Henry F. Saamoi is a distinguished commercial banker with over twenty-five years of industry experience. His career commenced in 1998 as an intern at the Liberia Bank for Development and Investment (LBDI). He subsequently transitioned to the International Trust Company (ITC) to complete his internship. Following his graduation from the University of Liberia in 1998, he secured a permanent position in 1999 with ITC as a Staff Analyst in the Finance & Accounting Department of IT's Maritime & Corporate programs. It is noteworthy that in 1999, ITC was dissolved, and its Banking Department was rebranded as International Bank (Liberia) Limited.

Robert Opp is the Chief Digital Officer of the United Nations Development Programme, the United Nations' global sustainable development organization working across 170 countries globally. UNDP adopted its second Digital Strategy in 2022, which sets out a vision to create a world in which digital is an empowering force for people and planet. Rob leads the agency’s digital transformation, an organization-wide effort, to accelerate achievement of the Sustainable Development Goals and ensure no one is left behind. Under his leadership, UNDP’s Chief Digital Office supports more than 120 countries in building open, inclusive and rights-based digital transformations. It also brings expertise, insights and lessons from the country-level to inform global digital policy, to ensure that technologies, including digital public infrastructure and artificial intelligence accelerate sustainable development. Robert also leads UNDP’s own internal digital transformation effort. Prior to this role, Robert served as Director of the Innovation and Change Management Division within the United Nations World Food Programme (WFP) where he established an in-house ‘Zero Hunger’ innovation accelerator and created an award-winning crowdfunding smartphone app, ShareTheMeal.
